ASSOCIATE JUSTICE NORMANDIE B. PIZARRO
NORMANDIE B. PIZARRO

2007 Ulirang Ama Awardee Justice Normandie was born on February 7, 1949 in Sampaloc, Manila. He finished his Bachelor of Arts in Political Science and Bachelor of Laws at the University of the East, Manila. He took and passed the Bar exams in 1975 with a score of 82.65%. He is married to Congresswoman Catalina Leonen-Pizarro of the ABS Partylist, with slogan: "Isang Propesyonal sa Bawat Pamilyang Pilipino".

He was Regional Trial Court Judge of Vigan/Candon, Ilocos Sur and of Quezon City, a Manila City Asst. Prosecutor, and a Law Professor on subjects: Criminal Law, Trial Techniques, and Special Proceedings. For a time, he was also in private practice.

In CA-Mindanao, Justice Normandie was awarded "Top in Disposition of Cases for 2006" and initiated sports tournaments and tree-planting and cleanliness activities in court. When transferred to CA-Manila in 2006, he revived the long-hibernated, but much welcomed, sports clubs of which he became sports adviser. An innovator at heart, he was Project Manager of the Court of Appeals One Stop Processing Center - a project which streamlined and improved basic public frontline services and solved the court's security problems.

In 2009, he was appointed Chairman, CA-Committee on Security & Safety. As such, he pursued the issuance of new uniforms and updated equipment for the guards and the installation of safety electronic devices in the court. He saw to it that the guards undergo training programs and activities, including daily formations (calisthenics drills and briefings), Outstanding Guard of the Month Contests, drug tests, and the UN Ave. traffic management. He also solved the perennial flooding in the court compound by spear-heading the extraction of truckloads of mud from the sewers of the SC and the CA along Ma. Orosa.

Known for being an action man and a man of discipline, he was made Guest of Honor & Speaker in the February 26, 2011 Testimonial Parade of the Philippine National Police Academy in Camp Castañeda, Silang, Cavite on the occasion of the CA guards' marksmanship training. In 2010, he also chaired the "Ganda CA Movement" Grounds & Beautification thereby restoring the court to its pristine beauty - indeed, a tourist attraction for both foreigners and locals. When he resigned as Chairman in both committees in 2011, the CA Security Group has become one of the most efficient security groups in government service.

A "de facto" management lecturer and an entertainer at heart, it is no wonder that Justice Normandie is a favorite in management seminars and is one of the most sought-after emcees and inspirational speakers in and out of court. Even when he was terminally ill of cancer, he did not absent himself from work and, with his unparallelled determination, he defeated the disease.

Despite of the many tasks assigned to him, Justice Normandie still managed to earn the citation of "One of the Nine Justices with Zero Case Backlog" during the CA 75th Anniversary celebrations on February 1, 2011 — consistent with his always-zero-backlog-record since his prosecution and RTC days.

A man of action and a man for all seasons, he also chaired the CA Committee on Foreign Travel and, at present, is Co-Chairperson of the Baguio Cottages Committee.
