Associate Justice Celia C. Librea-Leagogo became an Associate Justice of the Court of Appeals on 19 March 2004. She is the Chairperson of the Eighth Division.

She is married to Atty. Jose Lis C. Leagogo of Roxas De Los Reyes Laurel Rosario & Leagogo Law Offices. Her sons are Atty. Jose Lis L. Leagogo, Jr., married to Atty. Jaclyn Gonzales-Leagogo, and Atty. Adrianne Daniel L. Leagogo, married to Jovita Bughao-Leagogo. Her grandchildren are Chloe Anne B. Leagogo, Jose Alvaro G. Leagogo, and Juan Pablo G. Leagogo.

She practiced law for 22 years, most of which were spent in the Carpio Villaraza & Cruz Law Office, where she became a Senior Partner and Litigation Department Head.

She graduated Magna Cum Laude from the Laguna College, San Pablo City in 1971. She finished her Masters in Public Administration and Bachelor of Laws from the University of the Philippines in 1975 and 1981, respectively. Ranked as fifth in U.P. Law Class '81, she was the fifth placer in the 1981 Bar Examinations. She was a member of the Pi Gamma Mu International Social Science Honor Society and the Order of the Purple Feather U.P. Law Honor Society.

In 1995, she received an Award of Distinction from the Brotherhood of Nationalistic, Involved and Free Attorneys to Combat Injustice and Oppression (BONIFACIO). In 1998, she was awarded with "Zontian Par Excellance" by the Zonta Club of Muntinlupa & Environs Foundation, Inc. She became President of the The Law Foundation of Makati, Inc. (1996-1997), and the first female President of the Integrated Bar of the Philippines, Makati City Chapter (1999-2001) which was given an Outstanding Chapter Award by the IBP (National) in April 2001. In 2004, the Philippine Bar Association and the U.P. Women Lawyers' Circle gave her recognition and distinction, respectively. The Rotary Club of Makati South, Rotary International District 3830 gave her a Presidential Award of Recognition in 2007. She was named a Paul Harris Fellow by the Rotary Foundation of Rotary International. In 2008, the Municipal Government of Dolores, Quezon recognized her as “Natatanging Anak ng Dolores, Quezon, Category – Judiciary.” In 2009, she was commended as one of The Outstanding San Pableños (TOSP) by the San Pablo City Government.

On 01 February 2011, the Court of Appeals gave her an Award of Recognition for outstanding performance in case disposition by attaining a record of zero cases submitted for decision. The Laguna College, San Pablo City also gave her the “Outstanding Alumnus Award for Judicial Service” in 2013.
