Justice Celia C. Librea-Leagogo took her oath as an Associate Justice of the Court of Appeals on 19 March 2004. She is presently a Senior Member of the Second Division.

She is married to another U.P. law graduate, Atty. Jose Lis C. Leagogo, who is a name partner in Roxas De Los Reyes Laurel Rosario & Leagogo Law Offices. Her sons are Atty. Jose Lis L. Leagogo, Jr., married to Atty. Jaclyn Gonzales-Leagogo, and Atty. Adrianne Daniel L. Leagogo.

She brings to the Court of Appeals her 22 years of experience in the practice of law, most of which were spent in the Carpio Villaraza & Cruz Law Office (now, Villaraza Cruz Marcelo & Angangco Law Office), where she rose from the ranks as a Junior Associate to Senior Partner and Head of the Litigation Department.

She graduated Magna Cum Laude from the Laguna College, San Pablo City in 1971. Pursuing further studies, she finished her Masters in Public Administration from the University of the Philippines in 1975 and Bachelor of Laws from the same university in 1981. Ranked as fifth in U.P. Law Class '81, she was also the fifth placer in the 1981 bar examination and obtained the highest bar rating in her class for that year. While in U.P., she was a member of the Pi Gamma Mu International Social Science Honor Society and the Order of the Purple Feather U.P. Law Honor Society.

In 1995, she was presented with an Award of Distinction by the Brotherhood of Nationalistic, Involved and Free Attorneys to Combat Injustice and Oppression (BONIFACIO) for her exemplary dedication in upholding the Rule of Law. In 1998, she was given the award of "Zontian Par Excellance" by the Zonta Club of Muntinlupa & Environs Foundation, Inc. She became President of the The Law Foundation of Makati, Inc. (1996-1997), and the first female President of Integrated Bar of the Philippines, Makati City Chapter (1999-2001). Under her leadership, the IBP Makati City Chapter was given an Outstanding Chapter Award by the Integrated Bar of the Philippines (National) in April 2001. In 2004, the Philippine Bar Association and the U.P. Women Lawyers' Circle also gave her recognition and distinction, respectively. The Rotary Club of Makati South, Rotary International District 3830 extended to her a Presidential Award of Recognition in 2007. She was named a Paul Harris Fellow by the Rotary Foundation of Rotary International. In 2009, she was commended as one of The Outstanding San PableƱos (TOSP) by the City Government of San Pablo City.

On 01 February 2011 on the occasion of the 75th Anniversary of the Court of Appeals, she was presented an Award of Recognition for outstanding performance in case disposition by attaining a record of zero cases submitted for decision at the end of November 2010, thereby promoting the mission of the Court of Appeals to enhance the public trust by disposing of cases justly, speedily and impartially.
