University (NWU), the largest private university in northern Luzon,
conferred the degree of Doctor of Laws, honoris causa, on
Presiding Justice Ruben T. Reyes last April 10, 2007 at Laoag City.
The conferment coincided with its 75th Commencement
Exercises with the Presiding Justice as guest of honor and speaker.
The honorary grant was recommended by a committee of five on academic
honors and awards composed of the deans of the graduate school,
college of law, college of allied health sciences, the registrar and
the vice-president for academic affairs.
The committee citation recognized, among others, the grantee's advocacy
for a Court of Appeals that is righteous and reasonable
in its decisions and resolutions, responsible and responsive to the
challenge of judicial service; legal and judicial reform
initiatives, dedication and relentless efforts in the pursuit of
freedom, justice and truth, exemplary record of public service and
leadership, and contribution to the enrichment of the legal
profession as author of a bar reviewer on special laws and several
articles published in law journals and reviews, as bar review
lecturer and speaker in law seminars and symposia.
The University also took note of the PJ's numerous post graduate summer
studies in the United States, including those at Harvard Law School
1st Workshop for Law Teachers and Scholars, Academy of
American and International Law, Appellate Judges Seminar in Wyoming,
California Judicial College, National Judicial College and in The
Hague, Netherlands on International Criminal Law.
Likewise considered was his service as president of the Philippine Association
of Law Professors; member, board of trustees, Philippine Judicial
Academy and Supreme Court Committee on Legal Education & Bar
Matters; co-chairman, Ad Hoc Committee on Mandatory Continuing Legal
Education (MCLE) for Practicing Lawyers; Bar examiner, Legal Ethics
and Practical Exercises; seminar coordinator, World Association of
Law Professors (WALP); editor of three judicial publications and
member of UP Law Center board of editors on Rules of Court in
